It depicts former Marine Colonel Jason Rhodes' (Gene Hackman) obsession with finding his son Frank, listed as "Missing In Action" since 1972. Rhodes believes that Frank is still alive and being kept in Laos as a Prisoner of War.

Colonel Rhodes brings together a disparate group of Vietnam War veterans, including some who were a part of Frank's former Army platoon: Wilkes, an unhinged "tunnel rat" (Fred Ward); "Blaster," a demolitions expert (Reb Brown); helicopter pilots Johnson (Harold Sylvester) and Charts (Tim Thomerson) and "Sailor," a mental case with a heart of gold (Randall "Tex" Cobb). Kevin Scott (Patrick Swayze), an idealistic former Marine who was too young to serve in Vietnam, also joins the group.

With the financial backing of a rich businessman (whose son served with Frank's platoon, and is also listed as "MIA"), the men secretly train in Galveston, TX, before embarking on a dangerous trip back to a prisoner of war camp in Laos in an attempt to bring back the POWs.
