Following the 1994 National Airports Policy, Transport Canada retains ownership of most airports with 200,000 or more annual passenger movements, as well as the primary airports serving the federal, provincial, and territorial capitals, but leases most of these airports (which make up the National Airports System) to outside operators; currently, there are 26 airports in the system. In 2003, Transport Canada launched its Electronic Collection of Air Transportation Statistics (ECATS) program to collect passenger and cargo data in real-time from air carriers flying in Canada. ECATS will expand into the field of General Aviation during 2008. Transport Canada continues to be responsible for licensing pilots and other aviation specialists (such as dispatchers and mechanics) as well as registering and inspecting aircraft. It is also responsible for the safety certification of most forms of commercial operations. These responsibilities are carried out by 6 regions, Atlantic, Quebec, Ontario, Prairie & Northern and Pacific. The other region based in Ottawa (National Capital Region) is responsible for air operators operating international flights and certain types of large aeroplanes Air transportation made up 9% of the transport sector's GDP generation in 2005. Canada's largest air carrier and its flag carrier is Air Canada, which had 34 million customers in 2006 and operates 344 aircraft (including Air Canada Jazz). WestJet, a discount carrier formed in 1996, is second with 73 airplanes. Canada's airline industry saw significant change following the signing of the US-Canada Open Skies Agreement in 1995, when the marketplace became less regulated and more competitive. The Canadian Transportation Agency employs transportation enforcement officers to maintain aircraft safety standards, and conduct periodic aircraft inspections, of all air carriers. The Canadian Air Transport Security Authority is charged with the responsibility for the security of air traffic within Canada. In 1994 the National Airports Policy was enacted Air Canada (TSX: AC.A, TSX: AC.B) is Canada's largest airline and flag carrier. The airline, founded in 1937, has had its corporate headquarters in Montreal, Quebec, since it moved from Winnipeg, Manitoba, in 1949. Air Canada provides scheduled and charter air transportation for passengers and cargo to 160 destinations, with its largest hub at Toronto Pearson International Airport; it also provides vacation packages to over 90 destinations via Air Canada Vacations. The company is the world's 8th largest passenger airline by fleet size. The airline's parent company is ACE Aviation Holdings. Air Canada is a founding member of Star Alliance, an alliance of 21 member airlines formed in 1997. In 2006, 34 million people flew with the airline. The following year, Air Canada celebrated its 70th anniversary. Calgary International Airport, (IATA: YYC, ICAO: CYYC), is the main airport that serves Calgary, Alberta, Canada and the surrounding region; It is located 17 km (11 mi) from the downtown core. It is one of Canada's busiest airports by passenger traffic, serving 12.24 million passengers and the third busiest airport in Canada by aircraft movements, with 248,548 in 2007. The airport offers scheduled daily nonstop flights to major cities in Canada, Europe and the United States. In part to its strategic geographical placement in Western Canada, YYC is the base city of WestJet Airlines and is one of Air Canada's hubs[ . The airport is one of 8 Canadian airports that has US Border Pre-clearance facilities.
