The hotel boasts a unique organizing principle: each of its ten guest floors has a theme, designated after a major category of the Dewey Decimal Classification (the 5th floor, for example, is the 500s, the Sciences), with each room as a subcategory or genre, such as Mathematics (Room 500.001) or Botany (Room 500.004). (Dewey categories 000, 100, and 200 are placed on the 10th, 11th, and 12th floors, respectively.) Other room themes include Erotic Literature (Room 800.001), Poetry (Room 800.003), and Music (Room 700.005). All rooms have a small complement of books and decorations that accompany the theme, with 6000 books overall throughout the hotel.
Because of this classification scheme, the hotel owners were sued in 2003 by the OCLC (owners of the Dewey Decimal Classification system). OCLC reached an agreement with the hotel enabling the hotel to continue using the Dewey system. OCLC Press Release

Perhaps its best-known tradition is hosting literary and theatrical notables, most prominently the members of the Algonquin Round Table. In the 1980s, Bill Zenckendorf, a prominent American real estate developer, assembled 25,000 square feet (2,300 m2) of vacant property on 57th Street between Madison and Park Avenue. Robert H. Burns, founder of Regent International Hotels, approached Harunori Takahashi, owner of EIE International Corporation company to build a luxurious hotel on the property.
When the hotel was announced in January 1989, it was to have a main tower of 46 stories and a smaller tower of some 20 stories, with a total of 400 rooms. Completion was planned for late 1991. Construction was financed by a loan from a consortium of six Japanese banks, led by the Long-Term Credit Bank. The others were the Ashikaga Bank, Mitsubishi Trust and Banking Corporation, Mitsui Trust and Banking Company, Nippon Credit Bank and Sumitomo Trust and Banking Company. The hotel was named Regent New York Hotel and managed by Regent International Hotels of Hong Kong, in which EIE International had a 30 percent interest.
